With the power situation continuing to remain grim in the Capital, chief minister Sheila Dikshit said on Tuesday the Delhi government will bring out a white paper on power by January 15. It will be used as a "strategy paper" that will have all the facts regarding DVB on record. It will contain the government's long term programmes on power, she said.
