Gross budgetary support for plan panel poised for a hike

Finance Minister Jaswant Singh is understood to have enhanced gross budgetary support for the Planning Commission in Budget 2003-04. The increased GBS of Rs 3,450 crore would be in addition to the earlier decided outlay of Rs 1,17,500 crore, apparently at the instance of Prime Minister Atal Bihari Vajpayee. Sources in the Planning Commission said given the constraints faced by the Finance Ministry in mobilising funds for different sectors, the ministry thought the earlier announced support was sufficient. Planning Commission Deputy Chairman K C Pant then urged the Prime Minister to help him out. Mr Pant's contention was, since the 10th Plan was based on ambitious schemes among which meeting five crore employment generation per year till 2007, strong financial support would be required for implementation purposes.
