The India Development Report (IDR) 2004-05 has suggested it is time to shift the focus of growth-oriented publc policies to the central and eastern regions of the country on grounds of both higher growth and lower poverty. The Planning Commission should target 7% gross domestic product (GDP) growth rate during the remaining years of the Tenth Plan period (2002-07), it said.
