Gujarat targeted to grow at 10%; J&K 6.3% during Tenth Plan period

Trouble-torn states, Gujarat and Jammu and Kashmir, are targeted to register impressive growth of 10.2 per cent and 6.3 per cent respectively during the tenth plan period through aggressive reform process and other measures. According to the 10th plan document, the issue of reform in governance has acquired critical dimensions, more so in poorer states, in the light of low economic growth and fiscal crisis. It says while the functions of the states in India have steadily widened, capacity to deliver has declined over the years due to administrative cynicism, rising indiscipline and a growing perception that the political and bureaucratic elite views the state as an arena where public office is to be used for private ends. In almost all states, people perceive bureaucracy as wooden, disinterested in public welfare and corrupt, it says. Gujarat, which registered a growth of a mere 4 per cent of Gross State Domestic Product (GSDP) during the ninth plan, is targeted to register double digit growth during the 10th plan period, that is, 2002-2007. It registered 12.4 per cent GSDP growth during eighth plan period.
