Cognetrix : Cogentrix counsel F S Nariman submitted before the Supreme Court yesterday that the Karnataka high court had acted without authority by ordering a CBI inquiry into the Mangalore power project. The law gave the police and the magistrate discretion to initiate prosecution. But the high court cannot ask the police to file a case on the basis of a public interest petition.
