The Delhi High Court has asked the Environment and Forests Ministry to explain the reasons for notifying the National Environment Tribunal Act 1995 despite Parliament's approval. A division bench comprising of Chief Justice Arijit Pasayat and Justice D K Jain has asked the ministry to file its reply by Janauary 11, next year. The law provides for strict liability for damages out of any accident occurring while handling a hazardous substances.
