Goa has the best health indices in the country. But oddly, hospitals in this state are ailing and patients visiting state-run hospitals have harrowing experience. Hundreds of patients are forced to visit neighbouring centres outside Goa -in Manipal, Mumbai and Mangalore - leaving behind a state which has poured hundreds of millions of rupees into creating a health infrastructure which doesn't seem to work.
