The government proposed setting up of one HIV testing centre in each district in a major policy initiative to control AIDS and arrest its spread within the next five years. The National AIDS Prevention and Control Policy was cleared by Prime Minister I.K. Gujral after the election commission stated that the announcement was not violative of the model code of conduct for the forthcoming elections.
