The Himachal government on Sunday announced to enact a law to punish those who leave their animals on the road. Chief Minister Prem Kumar Dhumal said the crime would be defined as a cognizable offence as per the new law that is under active consideration. He said the law would also have provisions of fine and other punitive punishment. He was speaking after laying the foundation stone of
