Human Resource Development Minister Murli Manohar Joshi has taken a big gamble. He has drawn up a massive Sarva Shikha Abhiyan (SSA) plan for the current fiscal in which his ministry along with the states need to pump in Rs 8,167 crore. But his budgetary allocation for this year under the Abhiyan scheme is only Rs 1,951 crore. And the money has already been disbursed among states.
