The Inter-American Development Bank said yesterday it approved $457 million in loans, the most ever for a private sector project, to pay for a natural gas-fuelled power plant in Monterrey, Mexico. The 1,000 megawatt plant and related facilities will be operated by a unit of the Spanish electricity company Iberdrola Energia S.A.
