The Kerala Industries Minister, P.K. Kunhalikutty, has said that 50 per cent of the policy decisions being taken by the Cabinet, Legislative Assembly, with regards to the budget and collective decisions being taken in the State are not being implemented. He said, "this is a bad trend and should be changed for the State to surge ahead in development'.
