About one-third of the newly born children in India are underweight, one-fifth of the population is undernourished and over 70 per cent of the population in the country has no access to adequate sanitation - reveals Human Development Report (HDR) 2004, in a way slamming the India Shining campaign and urging the government to make extra efforts. India is ranked 127th in the Human Development Index, much lower than its competitors in the global market like China (94), Brazil (72) and even war-ravaged neighbour Sri Lanka (96). Norway has been ranked first among the 177 countries and Sierra Leone has been ranked at the bottom.
