India polls teach World Bank a lesson

The biggest loser of India's elections earlier this month was the dramatically ejected from office. But many critics, particularly outside India, believe the World Bank and other aid agencies were also given a bloody nose. Bank officials say its Andhra Pradesh structural adjustment loan is in abeyance following a promise by the new Congress party state government to give free electricity to farmers after four years of drought. The measure is in breach of loan conditions. Last week the World Bank had to withdraw a $250m loan approval for the neighbouring state of Tamil Nadu, its colourful chief minister,also announced free electricity.
