International nuclear inspectors have decided to return to Yogoslavia to inspect the nuclear reactor at Vinca and to insure that all its highly enriched uranium is still in place, inspectors say. David Kyd, a spokesman for the Vienna-based International Atomic Energy Agency, said the agency had decided to return despite the danger after receiving a letter from the government in Belgrade April 26 urging a resumption of inspections "as soon as possible".
