Strategic or shameless? Bill Clinton's decision to release oil from America's Strategic Petroleum Reserve is still causing heads to be scratched. In response to soaring oil prices and a shortage of heating-oil stocks in north-eastern states, Mr Clinton announced on September 22nd that he would release some 30m barrels of oil during October from the government's underground stores in Louisiana and Texas.
