In his address to the joint session of Parliament, President A P J Abdul Kalam said that foreign institutional investors will be wooed and interests of small investors protected. The President said private investment in the power sector was welcome, particularly in generation and distribution. "Power sector reforms will be continued in such a way that all sections of society will get quality power at (an) affordable price." While the CMP had proposed an immediate dialogue with the industry, the President's address was not specific about it. On foreign policy the address ruled out any radical course correction so far as India 's relations with the US and Israel were concerned.
