By refusing to join a group of 14 States who have formulated their own policies for tapping non-conventional energy sources based on the guidelines to this effect prescribed by the Ministry of Non-Conventional Energy Sources (MNES), a naturally-endowed but power-scarce Kerala has neglected a potentially good source of power.
