The Chief Minister, Mr. S.M. Krishna, has said that he has an open mind on the issue of the $1.3-billion Cogentrix project near Mangalore and that the Cabinet would take a decision once a report is submitted by the State Government committee set up to look into Mangalore Power Company's (MPC) demand for excrow cover.
