The Union government has sent a draft legislation to state governments which proposes all new buildings both commercial and residential will have to mandatorily install solar heating panels. Addressing a press conference, N N Mookerjee, secretary, ministry of non-conventional energy resources said the ministry of urban development has sent a draft legislation to the states which seeks to amend the building bylaws in municipalities.
