A draft of the next long-term plan for the study, development and use of nuclear energy in Japan, which calls for more private-sector involvement and government commitment to the issue of radioactive waste disposal, was submitted Monday by the Atomic Energy Commission to its internal council. The draft plan strongly urges shifting some of the onus of nuclear industry operations from government policy and entrusting decisions on the details of nuclear energy use to the private sector.
