The Maharashtra Electricity Regulatory Commission (Merc), in a major ruling on Wednesday, scrapped the amended power purchase agreement (PPA) between the state electricity board (MSEB) and Reliance Patalganga Power Ltd (RPPL), which is promoting the 447-mw combined-cycle project.
