The Ministry of Environment and Forests is considering a proposal to make coal based industries and hydroelectric projects pay for afforestation and protection of catchment and the command areas. The proposal moots a cess of one per cent on the annual sales of coal-based industries which will be invested in afforestation and forest rehabilitation within a 10 km radius of the factories.
