The Ministry of International Trade and Industry plans to ask electric power utilities to offer favorable treatment from fiscal 1999 to environmentally friendly nonutilities selling power they generate. MITI hopes that this will encourage construction of thermal power plants, which emit less carbon dioxide than conventional plants.
