To turn around the West Bengal State Electricity Board and rejuvenate the state power sector, a MoU has been signed by senior Union Power ministry officials and state power department functionaries for five years. To be reviewed annually, the onus of implementing the nine-point reform programme lies mainly with the West Bengal State Electricity Board which "has to break even by March 2003" and to get positive returns from 2003-04.
