Some 30 industrial countries reached agreement on new international guidelines for multinational business covering areas from human rights to the environment, according to sources close to the talks. Mexico had threatened to scupper the agreement at the Organization for Economic Cooperation and Development because it disagreed with the way they would be implemented but a compromise was struck, the sources said.
