The jury's out. Mumbai's made it to the top of the charts yet again. According to the annual Cost of Living Survey for the country's top eight metros, Mumbai's the costliest city. And the gap between the country's financial capital and Delhi seems to be getting only wider the latter is nearly 40% cheaper.
