A bountiful monsoon may have raised the prospects of higher agricultural production this fiscal, but the sector is stuck on a low growth trajectory. Public investment has dropped: In 1994-95, it amounted to Rs 4,947 crore and was marginally lower in 2001-02 at Rs 4,794 crore. Gross capital formation (public and private) has gone up from about Rs 17,304 crore in 1999-00 to Rs 18,057 crore in 2001-02, but the share of agriculture has declined. Lower investments in agriculture weaken growth impulses. Even private sector investment does not give much hope as its share in gross capital formation in agriculture has shrunk to 73.5 per cent in 2001-02...editorial
