The State Government had proposed in January 2005 that the North East Water Resources Authority (NEWRA) should be set up as an umbrella organization to effectively coordinate the efforts for harnessing the region's water resources and management of its land. Though there were indications that State's concept was accepted by the Centre on the issue, there is no fresh move to accelerate its formation. This proposal of the State Government was drafted following the Prime Minister Manmohan Singh's announcement for establishment of a cohesive, autonomous authority in the Brahmaputra valley during his two-day visit to the State between November 21 and 22, 2004.
