`Need to create infrastructure to support rural development`

To achieve Prime Minister Atal Bihari Vajpayee's dream of a developed India, World Bank officials have stressed the need to create a policy environment for rural development. Though India's budget for Rural Development has increased from Rs 42,874 crore in the Ninth Plan to Rs 76,774 crore in the Tenth plan, World Bank officials say developing countries need to increase their budget for public expenditure. Mr Kevin Cleaver, Director of Agriculture and Rural Development at the World Bank, Washington said, "public budgets for rural areas in developing countries are very low. Only two to four per cent of the budget is spent on public expenditure programmes though 70 per cent population lives in rural areas."
