The controversy over the construction of a water harvesting structure in Alwar district's Thana Gazi has thrown up larger issues of the community's right over rain water and the legitimacy or relevance of pre-Independence treaties among former princely states on river sharing of waters. The current dispute over the earthen structure built at Lava ka Baas with community participation assumed such proportions that the Tarun Bharat Sangh (TBS) - the Alwar-based conservation NGO -and the Centre for Science and Environment(CSE) had to knock every official door this past fortnight to save it from the pick-axe and bull dozer.
