Nigeria's national assembly ended months of wrangling when it passed a controversial bill governing President Olusegun Obananjo's development plans in the oil-producing Niger delta. The bill sets up a special commission made up of appointees from oil producing states who will be charged with creating and supervising development projects in the troubled region.
