China and the United States are likely to hold talks with North Korea on its nuclear program in early September, but Pyongyang must agree to immediately include Japan and South Korea for the negotiations to proceed, Kyodo news agency reported. The Japanese agency quoted a senior U.S. official as saying that Washington, through China, had approached North Korea about talks involving the U.S., China and North Korea, but that they must be broadened to five-nation talks the same day.
