Japan's Atomic Energy Commission on Monday proposed resuming the operations of Monju, a prototype fast-breeder reactor that was mothballed after an accident in 1995.The proposal by Japan's highest decision-making body on nuclear power was included in the draft of a new long-term nuclear power generation program.
