If the government wants to achieve a 20 per cent cut in 1990 carbon dioxide levels by 2010, more nuclear power plants will be needed, the all-party Commons trade and industry committee heard yesterday. In the absence of such plants, measures such as banning private cars could be needed to meet the government's air quality aims, British Energy, the nuclear generator, said.
