- Observers of power industry fear more use of 'dirty fuels' in Japan

Japan's deregulation measures for the domestic power sector will likely result in wider use of fuel oil and coal, counter to an agreement reached in Kyoto late last year to reduce greenhouse gas emissions next century, industry experts said. A government panel has been discussing measures to achieve a 20% reduction in domestic electricity charges by 2001. The plans would include liberalization of the retail power marketing sector and the introduction of competitive bidding for the construction of thermal power plants.
