The Sultan of Oman has recently conveyed to the Indian ambassador in Muscat that he was upset over the delay in granting clearance for the crude oil pipeline for the grassroots refinery coming up at Bina in Madhya Pradesh, highly placed sources in Gandhinagar have informed.
