Orissa Chief Minister Navin Patnaik on Monday asserted that the State Government had recommended the grant of mining lease to BALCO, the public sector aluminium company caught in a disinvestment controversy, in the Sasubohumali and Pasangamali areas on the express condition that it would set up an alumina processing plant in the State and there was no question of government altering its stand on the issue under any circumstances.
