The Orissa High Court has appointed Justice Lingaraj Rath, who has recently retired from Andhra Pradesh High Court, as arbitrator in the ongoing payment dispute between AES Corp-managed Orissa Power Generation Corp (OPGC) and Gridco, the state-owned transmission concern.
