Orissa's Annual Plan for 2003-04 has been finalised at Rs 3,200 crores. This was decided in a meeting in New Delhi between the Deputy Chairman of the Planning Commission, K.C. Pant, and the Orissa Chief Minister, Naveen Patnaik.
