An advisory panel to the Ministry of International Trade and Industry has compiled a draft report calling for significant changes to Japan's energy policy. A subcommittee of the Petroleum Council proposed that Japan abandon the current resource development structure dominated by the profligate Japan National Oil Corp in favor of a more efficient private sector-led system.
