The Energy Review Committee chaired by Dr Madhav Godbole has recommended that the Maharashtra State Electricity Board (MSEB) defer all power purchase agreements (PPAs) with independent power producers (IPPs). It has suggested that MSEB re-examine them in accordance with a Least-Cost Plan and, in any case, till such time the demand levels in the State permit full absorption of power generation from such IPPs.
