ASSERTING that every child has the right to education and that the parents failing to send their wards to schools should be sent to jail, School Education Minister Vasant Purke said the state government would enact a legislation on 'right to education' and introduce sex education from standard ninth from the ensuing academic year. The House also cleared the way for introduction of two layer maths syllabus for 9th and 10ths standard students. Significantly, the news was first broken by the FPJ. Replying to a marathon debate in the Legislative Council over the state of education, School Education Minister Vasant Purke said the provisions of the Right to Education Bill would include penalising parents who deprive their children of primary education. The punishment may even include imprisonment, he said. Among other slew of measures planned by the government is introduction of sex education from standard ninth from the next academic session. However, the minister did not elaborate further on the issue. Purke said the government has also decided to conduct an 'education audit' wherein official funds to various educational schemes will be monitored. The Minister said the government was also contemplating holding a board examination for standard seven on lines of that conducted for standard ten. He said every year, 2000 aided schools would be provided computers. Purke said a model code of conduct for CBSE and ICSE schools is being prepared. New CBSE and ICSE schools will have to submit an affidavit saying that they will abide by government norms, he said. He said 20 per cent of the teachers to be recruited in district schools henceforth will be those who have done their B.Ed or D.Ed in English medium.
