The International petroleum Exchange in London on Wednesday unveiled proposals to develop trading in carbon dioxide emission permits.The IPE submitted its response to last year's Kyoto summit on climate change, which agreed on the principle of market-based solutions to combat pollution, to the UK government and the European Commission.
