Plan for backward districts soon

After differences between the Planning Commission and the finance ministry stalled the government's ambitious Rashtriya Sam Vikas Yojna for a year, the Bihar and Orissa packages of the scheme are heading to the Union cabinet. The scheme is expected to come up when the Cabinet Committee on Economic Affairs (CCEA) meets. The Development and Reform Facility, first announced in last year's budget, was aimed at forcing the pace of development in backward districts and states, linking aid to reforms in sectors such as power, transport, finance, agriculture and governance in a carrot-and-stick policy.
