A referendum held on May 27 in a small village in Niigata Prefecture has rocked Japan's nuclear policy to its foundations. In the referendum, more than half of the residents of Kariwa village rejected a plan by Tokyo Electric Power Co. (Tepco) to launch pluthermal nuclear power generation at the company's plant in the village.
