The Prime Minister, Mr. Atal Behari Vajpayee, today commissioned the Numaligarh refinery and announced that a Rs 100-crore loan provided to the company by the Centre would be treated as grant as requested by the Assam Chief Minister, Mr. Prafulla Kumar Mahanta, earlier in his speech.
