Having reverse-engineered the Canadian reactors and indigenised the technology of producing steam through fission in pressurised heavy water reactors(PHWRs0 in the face of post-Pokharan sanctions, the need to go in for the untested Russian VVERs (Russian nomenclature for pressurised water reactors) in Kudankulam has raised eye-brows.
