High income states in country do not provide basic social services as effectively as states with lower income do. According to a survey by the Public Affairs Centre the southern and western states have out performed others on the basis of political leadership, stable regimes, disciplined bureaucracy and greater involvement of local communities. The survey, conducted by ORG-MARG, covers 115 districts in 24 states on the basis of access to facilities, use and reliability of services and satisfaction.
