The government is, for the first time, scaling down powr requirement projections by 10 per cent in the 16th power survey. The move is in view of the fact that the government does not expect an economic recovery till the end of the 10th Plan. This is in variance with the finance ministry's claims that the economy would bounce back to a 7 per cent growth rate this year itself.
